how about 911? call the police if the cat has a crooked tail it is broken and if he has burnt whiskers he's being tortured because whiskers have nerves in them like teeth or claws do and you may have a budding psychopath in your neighborhood... the police need to know because they usually start desensitizing themselves to torture and death with small animals..
