ok.. today it is hot outside and my cat went out of a little and when it came back its eyes like at the right bottom its like little covers or flaps or sumtin like covering some of its eye and it can get it down and it affecting its vision a little.. HOW CAN I GET THOUSE THINGS DOWN SO ITS EYES WILL BE NORMAL AGAIN?!?!?!

Don't worry, this is completely normal.
These are called the "third eyelids" and they go over the eye to moisturize them. When cats get sleepy and their lids get heavy, these come up.
But if they are always like this, your cat may have lost some of the reflex. Your cat could also be suffering from a disease or sickness caused by the heat. As usual, take to the vet to be sure if it doesn't clear up.
That's a nicitaning membrane, like crocodiles have.
It shouldn't be that bad, but if it stays down for too long, talk to your vet. It might need to be removed.
okay, cats actually have two sets of eyelids, to see the secondary eyelid is a sign of distress in your cat. She may be suffering from a heat related illness. Try to get her to drink some cold water, and put her in a nice, cool room. If she won't take the water, call the vet immediately, don't fool around with this, okay?
it is called a third eye lid there is nothing wrong with the cat.my cat had it and in about a week or so it will be back to normal . hope it helps.
